国会大厦大厅至多能容纳五六百人。因人数有限，受邀人员仅包括特朗普家人、特朗普新政府高级官员、美国历届前总统以及受邀的各国领导人。

1 关税
特朗普上任后一定会增加关税，这一点毋庸置疑，但至于怎么做，加多少？这次的施政纲要里并没有明确提及，只是简单的一句话了之。
特朗普已表示，确定在2月1日前将向加拿大和墨西哥加增25%的关税。
竞选期间，特朗普曾誓言对全球进口到美国的商品征收 10% 至 20% 的高额关税，对中国的商品征收 60%关税，以帮助减少目前每年超过 1万亿美元的贸易逆差。
特朗普对中国究竟会加增多少的关税，需要持续观察，另外中间也是中美双方博弈的过程。
2 能源新政
演讲中，特朗普明确提到：“我宣布我们将进入全国能源紧急状态……美国有其他国家没有的最大的石油和天然气资源，我们要使用它，把能源价格降下来，把美国的能源出口到全世界其他国家……我们将由此重新成为富裕的国家……今天，我们将终止绿色能源的政策，停止对新能源车型销售的刺激，换句话说，美国人民将可依据自己的喜好买车，我们将重振美国汽车工业之前的辉煌。”

It fails to protect our magnificent, law-abiding American citizens but provides sanctuary and protection for dangerous criminals—many from prisons and mental institutions—that have illegally entered our country from all over the world.

Or more recently, Los Angeles, where we are watching fires still tragically burn from weeks ago without even a token of defense. They're raging through the houses and communities, even affecting some of the wealthiest and most powerful individuals in our country—some of whom are sitting here right now. They don't have a home any longer. That's interesting, but we can't let this happen. Everyone is unable to do anything about it. That's going to change.

Under the orders I signed today, we will also be designating the cartels as foreign terrorist organizations. And by invoking the Alien Enemies Act of 1798, I will direct our government to use the full and immense power of federal and state law enforcement to eliminate the presence of all foreign gangs and criminal networks bringing devastating crime to U.S. soil, including our cities and inner cities.

It will be massive amounts of money pouring into our treasury, coming from foreign sources. The American dream will soon be back and thriving like never before.

We have been treated very badly by this foolish gift that should have never been made. And Panama's promise to us has been broken. The purpose of our deal and the spirit of our treaty have been totally violated. American ships are being severely overcharged and not treated fairly in any way, shape, or form. And that includes the United States Navy. And above all, China is operating the Panama Canal. And we didn't give it to China—we gave it to Panama, and we're taking it back.
